The argument points out why the suggestion made by Campbell is difficult to realize in reality. D says it.
A - No correction involved. Instead it is about a point not considered in analyzing.
B - Conclusion by Campbell is that the program be made available for all. Assumption same as Martin will not support this.
C - No discussion on conclusion
E - Conclusion verification is not carried out by Martin.
