The number of trains departing Station A seems ambiguous. Since the GMAT does not want us to assume anything, I did not assume that only 1 train departs from Station A every 15 minutes. I figured it could be possible that 2 or more trains could depart from Station A every 15 minutes because the question stem starts with "Trains" which could signify multiple at once. Given that scenario, it would not be possible to definitively say that a certain number of trains from each station crossed paths, correct? Would it be necessary to specify how many trains leave Station A every 15 minutes? If this question was worded, "Will Train B encounter at least x number of trains from Station A?", or something similar, then absolutely C would be correct because we know at least 1 train departs from Station A every 15 minutes.
