Well well well

C is quite clearly the answer as when most costly damages will be avoided, the repair would only be of less costly things and hence cost less.

To those who picked E, I believe it is compelling, however, least experienced members will still be there no???? Relatively weak, no less... So accidents will still be caused by them.
