the camparative words such as:
fewer
smaller
greater
more
better....etc...in GMAT they are always followed by THAN...if no THAN ...then that is wrong option...
same case is here....
now inn your question since resources are plural identity.....therefore plural verb are is required.....A/B==>ELIMINATED
D==>FEWER-THAN is the correct idiomatic usage....absence of than makes it incorrect
E==>few recourse is illogical..
hence...C
