First thing that shouts to me is - - . A dash is used to add more information to the sentence. It is almost like a modifier and can be ignored for reading the core sentence :
The new rules in the school's code of conduct - -has been criticized to encourage children to share opportunistically rather than altruistically.

verb has to be have. B,C and E remain. C has a modifier error. Hoarding and rewarding are pointing to the same children. Is that what the sentence is suppose to mean ? No. Eliminated.
Now in C and E. The subject is rules and the action should also be plural. Hence the correct usage is rewards and not reward. E wins.
