You definitely have the core qualifications to get some attention from top schools, however your applicant pool is so crowded, I would also recommend a school or two outside of the super elite schools just to hedge against the math. Some of the things I specifically like about your profile is that you are very deeply involved outside of work in your community. The typical applicant will have work history with NGOs and community organizations, but will not be demonstrating the kind of leadership track record that you seem to have. I also like the impact you appear to have had on the job. Sounds like you have enjoyed what you have done, and communicating why will be critical, especially as you begin layering in your reasons for wanting to transition to consulting. If you can passionately envision for the adcoms why you feel you will make an impact in consulting, I see no reason why you shouldn't be called in for interviews. Getting the interview is half the battle and greatly increases your chances at these schools. I usually don't say this so blatantly, but you should definitely consider working with a consultant for three reasons: 1) you are only targeting the super elite schools, 2) your applicant pool competition will be using consultants and 3) you will need professional guidance to help you stand out.
