Need US University suggestions for 650 Score

Hi,

I am new to GMAT club forum - although this helped me out a lot with my prep. This is my first post, so please be patient.

I took the GMAT twice -

The first time on Jan 28, 2013 (Manhattan GMAT) and these were the results:
Verbal - 35/74%
Quantitative - 45/68%
Total - 650/78%
Analytical Writing - 5.5/77%
Integrated Reasoning - 5/52%

Re-took the GMAT today (Jun 06, 2013) after 5 months of consistent hard work (Knewton) and these were in my Unofficial Score report:
Verbal - 32/64%
Quantitative - 45/68%
Total - 640/73%
I am pretty sure the AWA and IR will be around the same point scores.

Am guessing most of the schools will consider the highest of the valid GMAT scores - 650 (not that it matters much).
Here's an overview of my profile:

-26 Yrs - Total Exp: 4+ Yrs
-2 Yrs in CNO Financial Group (Insurance domain) as a Web Developer (Liferay)
-2+ Yrs as a Director (present) for my own Logistics Company. Work mostly involves Fleet Management.
-B.Tech (Electronics & Communications) - 82.05% - Top 35th in University
-Intermediate - Maths, Physics and Chemistry - 85.5%
-10th SSC - 86.6%
-Special Recognition Award, Nov 2010. Awarded by CNO India for services rendered to Project and Company.
-Award of Excellence in Non-Motorized Transport, Dec 2011. Ecocabs mobile application I developed (non-profit) helped Ecocabs organization to win the prestigious "Award of Excellence in the area of Non Motor Transport" by the Ministry of Urban Development, Govt. of India.
-Was Student Head Co-ordinator, Student Head Event Organizer, Class Representative, Student Editorial Board Lead
-Won several Sports (Soccer, Volleball & Cricket) and Athletic (Shotput, Running) events at School, College and Undergraduate level
-Owner of several free Indian Law applications (goo.gl/Uo0rN) that I developed on Android as a hobby with millions of Active Users who are mostly Lawyers. Constitution of India application was featured on Sakshat Tablet initiative by the Indian Govt.
-Part of Ecocabs (goo.gl/iP1sk) core team in India - Non profit - Dial-a-Rikshaw initiative for a Greener world.
-Work with two Missionaries in Bangalore from time to time on improving educational opportunities for poor children and orphans.

Post MBA Goals - Finance and or Operations
Target country: US

My Questions:
1. Can you please suggest the best schools that suit my profile?
2. What is your advice on me re-taking the GMAT? I gave it my best shot the two times I took it.
3. What is the chance of me getting selected in the top-tier schools with the above scores and profile?
